Any year can be collected. To have what most people would considered a complete collection you need to find one from every year and mint in a series. If you mean what ones can be collected from current circulation, almost every year from 1959 to the present can be found in pocket change, but some will be very hard to find. They're not necessarily scarce or rare, just not many still circulating. Or, if you mean what ones are valuable, anything older than 1959 is worth at least an extra 1/2 cent to a dealer.
