If not, the fan is probably broken. For window air, you would buy a new one, the repair costs will get you. For a central air system I'm pretty sure you could repair it, but if it's old, I would really consider buying a new one because of improved energy efficency. For both, get a local refrigeration person to recycle the old one so the coolant won't cause problems.
