A score on 16 on an ACT is a rather low score. However, many state universities may allow admission. Also, almost all community colleges will accept students with that score.
Most colleges will accept both, but you will find that, typically, colleges on either US coast will prefer the SAT and colleges are more inland will prefer the ACT.

Because there are so many, you should go to www.collegeboard.com and use the College MatchMaker feature and enter 17 in the ACT box, then select other criteria that interests you in a college to narrow down your options. An ACT score of 23 is competitive in many universities. As you know, an ACT score is not the only thing colleges look at. If you have a great GPA, your ACT score, doesn't need to be as high. As far as Ivy League schools, this score is most likely not high enought to be competitive.
