Masashi kishimoto will introduce new characters at specific and relevant plot lines where a character introduction is needed. Masashi and his special team have to come up with ways in which to introduce them and make them revevant to the story line. Unfortunatly It is masashi's story and as much as he loves his fans he doesn't take idea's from his fans.
Masashi Kishimoto, the creator of Naruto, has not made any direct comments on liking or disliking the Sai and Ino pairing. However, their relationship development in the series suggests that he may have intended them to be a couple based on their interactions and growth together.

I think it won't. Naruto was originally created in Japan by Masashi Kishimoto. If they have the manga there, it might if it's really popular. They show at least 3 animes in America. (on TV)

During the Manga. Tobi ( a.k.a Mandara) brings back Deidara, Sasori and a bunch of other people who died but they are under the control of Tobi

Kishimoto-sensei first started with Karakuri, which got serialized in Shonen Jump, but proved unpopular after awhile and was canceled. His next move was to submit a "name" version of Naruto, which proved much more popular. However, he didn't like the setting and artwork of Naruto, and decided to cancel it and come up with a new version of Naruto, which is currently the one you know and love. Due to the overwhelming popularity of Naruto, Kishimoto-sensei is unlikely to be working on any other series for a few years to come.
