Actually, the Joker has no romantic interest in Harley at all. When it was decided that he was a sociopath instead of a psychopath, it didn't make sense for him to form a loving bond with a woman, like in the non-canon Legends of the Dark Knight story "Going Sane," in which his depiction was like a setback to the Golden & Bronze ages of comics. In the latest origin story "Lovers & Madmen" which is not told by the Joker's point of view, the Joker was a nomadic gun-for-hire & there was no mention of a wife. In the canceled "Gotham Knights" series, the Joker paid the Riddler to find out what happened to Jeannie, but it was faux pas, because it made a reference to an origin story as if it were official, & the fact that no one living has ever come forth to the police with clues to the Joker's identity, it would make sense that if he'd had a wife, he'd have killed her himself. In the end, the only person the Joker has any kind of bond with is Batman himself.
