Shugo Chara chapter 42 is coming out as a raw (in its original language) in Japan around July 3rd in the monthly Nakayoshi magazine. It'll be up on One Manga/Manga Fox as soon as it's translated.

i think that the episodes sort of come out with the manga. i noticed that when the anime starts to pull ahead from the manga in the u.s. the anime will go back a few episodes until the manga catches up. but if you just keep watch, new episodes will eventually show up. hope this answers your question.

In the anime, only 26. That goes up to the beginning of the 6th manga, but the charachters you meet through the 8th manga, were put before what happens in the beginning of volume 6th (also the 26th episode in the anime). The manga goes up to volume 23. If you haven't read it, you really should. You can buy Fruits Basket episodes on iTunes.

publishing manga is just like publishing a book. except manga are usually published first-hand in a manga magazine. so looking up magazines that display manga would be a good start. then you are given a time of how long you have to come with new material, which is usually 20 pages every two weeks or 40 a month. this may be difficult but definitely possible. big name manga such as bleach or naruto are more in demand so they require more help for the manga-ka

Noriaki Kubo although most know him by his pen name, Tite Kubo. He writes and draws the manga. The anime is based of it, but some parts are not in the manga because they are fillers. (Fillers are put in basically to waste time while the manga continues. Otherwise it would catch up to the manga too fast, then there could be times when the manga isn't continued yet and the anime needs another show still...... If that makes sense)
