Who is strongest of all super heros?

This is going to be a question of some debate.

I would like to advance as a candidate E-man a short lived television series who had a hero that could heal really quickly. That was the extent of his powers, healing.

The Legion of Super Heroes once had an applicant known as Arm-drop-off Boy. He had the ability to detach one of his arms which he would then use as a club to beat on his enemies. He wasn't accepted into the League so I don't know if he counts as a super-hero.

The legion of Super Heroes also once had an applicant know as Air-Wave who could tune into any radio frequency and broadcast it. (Had trouble with the volume and couldn't always turn it off which annoyed his evaluators.) He also failed to make the league but did get onto the legion of Substitute Heroes.

The Legion also had Dream Girl who guessed it, could have prophetic dreams. When she went into action she fell asleep. She made the League more for being a Blonde Bomb-shell than any real ability.
