False. In Rick Riordan's "Percy Jackson & the Olympians" series, it was actually Zeus who accused Percy of stealing his lightning bolt. Hades had his own reasons for wanting the bolt, but he did not put it in Percy's backpack. Percy later discovers that the true thief was Luke, a demigod working for Kronos.
