He created Marvel's "Multiverse", is omnipotent, omniscient, omnipresent, and even manipulated the death-loving Thanos into correcting a universal flaw that would have otherwise destroyed all existence(an irony that Thanos himself realized).
He was created by Steve Englehart in Dr. Strange #13, April 1976, and is rumoured to be none-other-than Stan Lee(and appeared as Jack "King" Kirby for one appearance).
Incidentally, there is another character with the same name and similar attributes who is the leader of the Celestials; he was created by Jack "King" Kirby in Eternals #7, January 1977, with the Living Tribunal being created by Stan Lee in Strange Tales #157, June 1967.
Until the Celestials and either/both of the "One Above All"s were introduced, the Living Tribunal was considered to be the effectual omnipotent being in the Marvel Universe.
