They don't think it's necessarily evil, it's just that it's from a different place in the world, where people have a different belief system and different moral values. For example, the Japanese believe in that there are spirits, "good" demons and "bad" demons, that their ancestors can render help from the afterlife, and so on and so forth. This is reflected in their art, stories, and comic books. They also have a different censorship standards than other cultures and places. Nudity, graphic violence, and gore can be found in many manga, and parent's don't like their kids being exposed to that kind of thing too young. And don't even get me started on yaoi and yuri. There are many reasons why parent's wouldn't like manga, and it's all largely dependant on their moral beliefs, what they know of manga, and how old their kid is.
