does the engine turn over? if it does, do you have fuel delivery at injectors? has the non starting happened only since the very cold weather? if so, possible glow plug circuit fault or lack of compression!

Yes it will, the turbo on a 99 is much smaller (12 cm) than a 92 (18-21 cm) the smaller turbo will give you more boost at lower RPMs, but less at higher RPMs. The down pipe on a 92 will need to be modified to hook up to the turbo but everthing else will be fine.

It is under the cowl at the base of the windshield. You will have to remove the wiper arms and the cowl cover to access.

7.3 liter cummins turbo diesel
My truck is also a 1999 3500 and the press. is about 13 - 14 psi before the filter on a stock lift pump,after the filter you lose about a pound depending on how dirty it is.
You have to remove the glove compartment.
Check your exhaust manifold. Cummins uses one that shrinks and then cracks. If exhaust is getting out before it reaches the turbocharger, you'll get low boost.
