The majority of the times if you file a claim with your insurance company, your premiums will go up, regerdless of fault. Some companies have started accident forgivness programs but are usually bigger companies with higher rates.
My car has not been vandalized. If it had been, I would probably not be aware of the political leanings of the vandals. I am aware of some incidents of vandalism and harassment against peace movement supporters and their vehicles in recent years. For some reason, the system will not accept the proper question "Why was my car vandalized by 2 black Obama supporters?"
If you were involved in an accident that was your fault, regardless of the terms of your insurance, your premiums will go up. You insurance agent can give you more details.

The insurance company has no reason to raise your premium, the situation was completely out of your hands.
Car insurance can be in the form of third party or fully comprehensive insurance which is very useful when driving locally and helps to increase insurance premiums
Sorry, the company that insures the car will cover it (dependent on the coverages and any exclusions), and yes your premiums (if the person is at fault) will likely increase.
My boyfriend was driving my car and had an accident. My insurance company paid the damages but his insurance premiums went up. Mine did not increase. The points follow the driver. It has been a few years but I am not sure if it has changed. Your insurance agent should be able to inform you. I didn't want to call them at the time but I did and was assured even though they paid for it, I was not penalized nor were my premiums increased.
You and your insurance company are responsible.
