No. International is owned by Navistar Corporation. Western Star was bought out by Daimler A.G. in 1997. Daimler A.G. is also the parent company of Mercedes-Benz, Freightliner, Sterling (1997 - 2009), Thomas Built Buses, and was also the parent company of Chrysler until 2009.
Which is why you can get Detroit Diesel engines in a Western Star (as the brand is owned by Daimler A.G. and became proprietary to Daimler products after the 2002 emissions regulations in the US), but not in an International.
