To empty an RV holding tank, first park at a designated dump station and ensure the area is safe and secure. Attach a sewer hose to the RV's waste outlet, making sure it’s tight and secure to prevent leaks. Open the black tank valve first to allow waste to flow into the dump station, then follow with the gray tank valve to rinse out the hose with cleaner water. After emptying, flush the hose and store it properly.

Look for a low flush toilet or a composting toilet instead.
If the holding tank is full you can flush it just once. Further flushes will have to wait until the holding tank is again full. If the tank is empty- no. If you have a way to refill the holding tank with water again, you can flush one more time for every time you refill it. When our water was going to be off for a time, I pre-filled the bathtub with water to use for this purpose.

The easiest way is to disconnect the fuel inlet hose at the manifold, or filter, connect an 'extension' to another holding vessel, and then jumper the fuel pump relay and allow the fuel pump to empty the tank. You can attempt to siphon the tank, but that is dangerous, and will not get all the liquid out (if you can even get it siphoned). The only other way is to remove the tank, and empty it.
