Contact the DMV to determine who can inspect the trailer and assign a VIN number. Once you have a VIN you can get a title and registration.
If it is home made the MVD will issue you a vin number if it passes inspection.

Well that depends on what state you are in but I registered mine in Michigan by going to the dmv and asking them how to register it they classified my truck as an assemble vehicle.

Mobile Home = Trailer or trailer-like dwelling unit (has a chassis and removable wheels) manufactured in a factory and designed to be transported to a site and semipermanently attached. The preferred industry term is manufactured housing.
