The safety wires on the seat are easy to remove, just unplug them, the real question is how do you make the engine run afterward.
And since you want to defeat the safety system I am unwilling to tell you.

Make a U shape with a paper clip then disconnect the wires at the switch and stick the clip into the wires and then tape it so the wire stays in
You must remove the seat and disassemble the seat base from the backrest.

On newer models, you have to move the seat all the way forward, remove side trim cover, remove seat belt anchor bolt, remove seat rails retaining bolts, tilt seat upward, disconnect wires, remove seat...

A seat belt in a car or on a tractor keeps the body in the seat. When a tractor rolls over and you are not wearing a seat belt you can be crushed by the tractor, if you are wearing a seat belt you will most likely be safe since you are not falling to the ground.
I just changed mine, and it is under the seat. Remove the battery, and then there is a relay that is screwed to the inside of the back of the tractor under the battery compartment. Unscrew that relay and the fuse is attached to the wires coming out of that relay.

First you should move the seat completely forward. Then, remove the side trim, the bolt that holds the seat belt in place, and the rear bolts. Finally, lift seat, disconnect the wires and remove the seat from vehicle.
On a 79/80 Deville there are nuts under the seat that have to be loosened and be careful of the power seat wires and mechanisms under the Seat.
Unplug the wires, unbolt the seat from the floor panel, take the seat out.
