A mechanical governor usually limits the amount of fuel the engine can receive, thus controlling power. Other types may momentarily cut the spark to keep power or revolutions to a predetermined limit. A cruise control on a modern car is a kind of governor, except that the user can adjust the speed set; a governor is usually set by someone other than the driver or user.
