You need a minimum of 2 brake lights, So if your car has 3 brake lights and one goes out, you are still legal. Some cars do not come equipped with 3 brake lights but others do such as a honda civic with a spoiler light do.
Many cars use the same bulb for the brake and turn indicator. Seems like one is burnt out. Have someone step on the brake and see if one of the brake lights does not respond.
It depends on the vehicle but in general you would have one fuse for the signals and one fuse for the brake lights.

In my experience, when brake lights remained on even after stopping and shutting off the car.....many times it was the brake stoplight switch, usually located on the brake pedal arm up above the pedal.
more often than not there are three brake lights. one at eye level on the rear windscreen and one either side of the hatch/boot. Hope this helps

a crappy car. my 99 beetle has the same problem. brake light switch new, bulbs and fuses new. brake lights just work whenever the heck they want. this is one of the many reasons my car has a for sale sign in the window. good luck.
Be sure to keep the rear tail lights, brake lights and signal lights in good working order. To many times you see vehicles with lights missing.
There could be many causes to a brake light not working. It is best to replace the fuse, and the bulb and check the wiring.
3 individual bulbs, 1 for back up lights, one for turn signal, and one dual filament bulb for marker/brake. Don't know #'s off top of my head
