From what I've experienced it's usually low on brake fluid.
depends on what tranny you have ect. call ford dealer,auto parts, they give you information you need. 1989 302 aod trans, full change 12 quarts.

You should put between four to five quarts of oil in your E150 when you get an oil change. You should also change your oil every 3,000 miles to protect your motor.

To put brake fluid in a 1997 Ford Explorer, you must locate the brake fluid reservoir. Once you locate it, unscrew the cap, and replenish the brake fluid.
