High-beam lights are your sencondary head lights in any veicle. They can usually be turned on with the same botton you use to turn your head lights on. High beam lights are use to see farther and wider in dark areas.
There is one fuse for the left highbeam and one for the right. The left fuse was loose.

Just replaced the headlight bulbs in a 98 Grand Cherokee that had the same problem. It had the wrong bulbs in it. It had 9007's in it. Calls for 9004's.
Blink or pulse? Many wingers install headlight modulator to pulse the highbeam during the daytime only. Legal but annoying.

You have to remove the grill (entire piece that extends under both headlights), remove the headlight housing and then pop the headlight off the connectors.
It is safe to use the bright [highbeam] headlights when there is no oncoming traffic/drivers who could be blinded by the bright light. Also, it is unsafe to use highbeams when there is fog or smoke which would reflect the light back to you, thus reducing the distance which you can see.
On multi-lever/turnsignal lever.
the problem is in your high beam switch. there is a short in it and it needs to be replaced
Highbeam headlights should not be used within city limits when there is oncoming traffic or when driving behind another vehicle, as the bright lights can blind other drivers and create a safety hazard.
