As far as just something to grade and level the road on occasion, a 3 point rear blade for a tractor would probably be the first thing I would consider. They would work for grading and small amounts of snow. A heavy piece of I-beam eight or ten feet long and chained so that it pulls cross-wise also levels nicely. If you're expecting to do snow and grading and maintenance, you may even want to consider buying a skid steer loader such as a Bobcat. You can get a lot of different attachments for all sorts of uses with them and they can be much faster than a tractor.
