It depends on what country you live in. A simple rule to keep to is. If you have a driving licence then you can be towed. Age is only second, first you must have a licence. You must have a licence to be in charge of a motor vehicle.

There is no age limit on operating a motor vehicle in the UK, the onus is on the individual to decide when they are no longer fit (or willing) to drive. When a person reaches 70 years of age, they then have to renew their licence every three years and many do so. In fact there are currently about 30 people in their 100s who are currently holding valid driving licences in the UK.
