Lots of variable. If the GVW is less than 26,001 lbs. and it's not designed to transport more than 15 persons (including the driver), then it depends on the state... some states don't require a special license, while others have a chauffeur's license required for all livery vehicles.

If the GVW does exceed 26,000 lbs. and/or it's designed to transport more than 15 persons (including the driver), then a CDL is required. A vehicle designed to transport more than 15 persons and with a GVW of less than 26,001 lbs. requires a Class C CDL with passenger endorsement.. if the GVW exceeds 26,000 lbs., a Class B would be required.
