Getting a CDL won't be so much of a problem... finding employment as a CDL driver, on the other hand, is going to be. Basically, if you have more than three points on your license within the previous three years, they're not going to want you. Depending on what you're on an SR22 for, they may expect an even longer time period before they'll even consider you.
I'd recommend you call some prospective employers and see what they tell you before you commit to the expense of a CDL program, especially if you're expecting post-employment reimbursement of that expense.
Absolutely

any and all felonies
Yes it would.
This depends on the severity of a criminal record. A felony could stop you from obtaining this license. Other offenses may not have an effect.

What age do you stop paying for a tv license
007's License to Kill means that he is an assassin. He would kill the villain.
I have never seen a case of this. I have seen driver's license renewals suspended and nurses license taken away. But this was a state statute and not federal.
Your education has nothing to do with you getting a drivers lincese. As long as your old enough to legally drive in your state and can pass the drivers test there is nothing to stop you from getting it.
