There's no such city. There is, however, a major city called PHILADELPHIA.
The majority of 1908 cents were struck at the Philadelphia Mint. However, the San Francisco Mint also struck some cents for the first time in its history. The coins from Philadelphia don't have a mint mark, as was the practice for all denominations at that time. Those from San Francisco have a small S on the back under the wreath.
1908 and 1909 Indian Head cents are the only pennies that have mint marks on the back. The mint mark position on Lincoln cents has always been on the front under the date.
