First, you have to beat all the levels, Fairy World, Amity Park ext. Next, go to the big factory place. You have to get to Factor 3 in order to get him. But, if you do not play as Spongebob in the level, you cannot unlock him, so you have to play as the regular spongebob. Defeat all the toys and then Stimpy will be playable.
