Gold-plated, not gold. It's from a set of ordinary quarters that a private company plated with gold and sold at high markups as "collectibles". Unfortunately they're considered to be altered coins and have little or no interest to coin collectors, and there's very little demand for them as novelty items.

The US never made gold quarters. In any case they'd be worth hundreds of dollars for their metal content alone, so it wouldn't make sense to put them into circulation for 25 cents each!
