As of July 2012, the USPS will NOT forward mail if there is a one line drawn through the incorrect or former address, and then forward. Now the process MUST include going to the post office, or filling out form online ($1.00 charge online or phone) to have mail forwarded for 15 days to 6 months. The catch is that it takes the post office 15 days to process the forwarding of mail, and by then many who are awaiting their forwarded mail now have delayed bills, and incurring late fees. The post office does NOT want to do their JOB any more. Forwarding mail simply by lining out and writing the forwarded address will NOT cover the expenses of the mail person to pick up the mail and redirect (even though they are going to the post office anyway). Another tidbit of information, because the USPS knows they have this problem, they are now offering Priority Mail forwarding service for nearly $16 per month to forward you mail.
an address, a postage stamp and a letter to stick it to.
An attempt will be made to return the mail to you indicating that there is insufficient postage or the letter will be forwarded to the address with postage due.
Two items are essential : the correct postage and a correct mailing address, including the addressee's name/address/city/state or country/zip or postal code. The third, the return address, is vital if either of the other two is wrong.A fourth item, which may determine postage or deliverability, is the class of mail for anything that is not obviously a letter. This is important for the proper handling of ALL items sent internationally, and can affect speed of delivery domestically. In the US, stamped mail over 13 ounces must be presented at a retail counter.

This may cause a problem later in trying to prove you returned it. If you want to send it insured or signature required, the address is: Bradford Exchange Return Center, 854 Golf Lane, Bensenville IL 60105. This is directly from their website.

Postal employees and our high-speed equipment have only a brief second to look at an envelope, read information and enter it for processing. Mail with insufficient information or mail that has insufficient postage, is rejected and returned to the sender endorsed "Return to Sender". This endorsement is very prominent and is designed to be eye-catching. For this reason, we ask that any returned mail, upon be mailed again, be enclosed in a new separate envelope with new postage to ensure prompt processing and to avoid being returned to the sender a second time.
Put the correct amount of postage stamp on the envelope, address the envelope and then post the envelope.
