Every State in the U.S. has a Public oversight committee to which all public and private Utilities must answer. They approve and help set Utility Tariffs (pricing and Rules) and mete out fines. In most states it is referred to as the Public Utility Commission of (whatever State you are in).

You can usually go on-line or write in a complaint to your state PUC, and by law they must investigate and provide an investigative answer to the complaint.

This should cover any complaints against Electricity or Telephone companies, both regulated and deregulated.

Water Utilities are usually covered at the City level.
