From my personal experience (and my formal training), all business correspondence should be worded in positive terminology, even bad news. Especially if you are writing an appeal (you need something from someone or someone to act on your behalf), you need to state your appeal clearly, give whatever supporting information necessary, and state what you expect the addressee to do in a way that the person will have what they need to respond and will be more likely to want to respond. If an appeal is handled in a positive manner, even if the response is 'no', you have left the recipient with a positive image of you should you need to communicate further.
No matter what type of appeal you are making, a negative position is always the weakest an least successful position. No matter how important the matter you are appealing or how much it means to you, emotions and emotional language have no place in the correspondence. Even if your appeal affects you strongly, that should be stated in a professional way. If you feel you have been wronged in some way or you are very angry about something, vent your frustration by telling your spouse or your best friend, it won't help you for an appeal. Keep the correspondence professional.
