It is not true. Two computers or devices connectes to each other are in a "network". A basic home network would consist of a bunch of computers and phones connected to a switch via either cable or wirelessly.
Yes a computer can function without any problems at all without a modem. As long as you don't need email or any other internet access. If you have the software to do what you need to do, word processor, spread sheet, database, or anything else you need to satisfy your goal for having one, you can function quite well without a modem in fact.
