The iPad has no modem and has no method by which you could install one. While one can theoretically connect a wireless router to a dial-up modem, it is very uncommon, and has numerous drawbacks. If you are unable to get a DSL / Cable connection, or a satellite uplink if those are not available in your area you maybe be able to set up a connection through your cell phone.
