Yes, it for the most part should run perfectly fine on windows 10, however if you do run into issues this can be resolved by running the game in compatibility mode so that it runs emulated as a different operating system

Well, the playability of this game would be very sad, it would have an extremely long boot time and would play very slow assuming you have a good enough graphics card with enough vram to compensate for your lack of ram. In reality a computer with 512 mBs of ram is not going to have a graphics card even close to being able to play fall out three. So I'm going to say no.
