If you are using Windows native software and either choosing to do a quick or full format then the answer is no. Formatting does not delete the data it simply marks the space as free to be overwritten at some point in the future. A full format takes much longer mainly because it also scans for bad sectors on the disk.
If you are using software that actually wipes the disk (i.e. that overwrites the data with new data) then doing this multiple times will make it harder to recover the original data (though it has been claimed that one overwrite is sufficient on modern disks it is probably better to be safe than sorry if your data is confidential!)
