TCP is a number assigned by the Public Utilities Commission of California in their regulation of Commerce in California.

Here is from the PUC's Appendix

2.02-- "CHARTER-PARTY CARRIER OF PASSENGERS", "TCP", "CARRIER".

The definition of "charter-party carrier of passengers" shall be that set forth in Sections 5351-5360 of the Public Utilities Code. The initials "TCP" mean "transportation charter-party". Within this General Order the word

"carrier" means charter-party carrier of passengers.
