First, make sure that you SAVE the game. You may need several chances to get this right. Also be sure to have a strong Pokemon, a relatively weak one, and one in the middle. And, bring some items. Things like Potions and status curing medicines (Awakening, Antidote, etc.) Finally, to save the trouble of finding your way out, bring an Escape Rope.
For the first move, I'd use a status-changing attack. Something like Sleep that will render its attacks useless (because, let's face it, Lugia's pretty strong....) then make its HP go to the yellow zone. Now, use your middle-set Pokemon to get its HP into the red zone. Now, use the weakest Pokemon and get its HP very very low (just don't defeat it because then you'll have to start all over). Now use the most powerful ball that you have available to catch it (be patient, it may take a few tries. I believe it took me 6 or so). Hope this helps!
