If the memory was deleted from the 'mem' menu, then it cannot be recovered. If you deleted from the file/variable's location, it may be possible to got to 'mem' and view all existing files on the RAM and locate it there. Restoration is done by unarchiving an archived file.

Sorry, but no, to my knowledge there are no shells for the TI-84=CSE, and there probably will never be, the last descusions about being in 2006, and the TI-84+CSE is not compatible with the old TI-84 or even TI-84+SE programs. Once a program has been deleted on a TI-84, it is no longer in the calculator's memory. You would have to get the program from where you got it, or, if you programmed it, remake the program.
Press 2ND MEM (above +). Then select option 7, "Reset...". Select All RAM and press yes. This clear clear all memory except for your applications (such as your games).If you want to clear absolutely everything, then instead if choosing All RAM, go over to ALL and choose All Memory... and press yes. This will delete EVERYTHING, so make sure this is what you want.
