Not possible, if I'm not mistaken, it's a gm item. And besides it destroys the game if you have that kind of item. So no you cannot obtain it in any RO official or even in any Private Servers

I have played on the official server since 2004. I have also played on other servers since 2006 and there are other servers that do have that as an item that can be purchased ingame.
