It depends on the CD's format, how it was burned, and whether the session is still open or not. If it is a CD-RW(Read/Write) you can erase these and re-write data on them. If you are trying to erase a store bought CD or a CD-R or CD+R you are out of luck, once these are burned they are done.

Technically, yes, but Windows itself prevents you from formatting the drive on which it's installed on. The best way to actually wipe the drive is to do so before the Operating System loads, ie, by booting from a CD (the Windows installation CD works wonderfully), or via software.
I have a Dell Inspiron computer with operating system Vista Home Premium and I'm having trouble with my CD drive. It will not read most CDs, it will play the music CDs, but when I try to copy data, it says insert CD when a CD is already inserted. I've tried CD-RWs, an auto save photo CDs which I just purchased and they do not work. The drive does not recognize them. Nero has a utility that reads these older formats. I think it's called InCD.
The Compact Disk File System or CDFS is a format used for storing information on CD's. It uses a laser to burn data into the disk for later viewing.
As with most acronyms, CDFS can stand for a number of different things. Some of the things that CDFS stands for are Compact Disc File System, CD-Rom File System, and Cloud Depiction and Forecast System.

Windows Media Player will by default rip CD's into a wma format. This can be changed to other formats. wma is a proprietary format held by Microsoft.
This file format of a CD is dependent on the program you use to rip the data off the CD. Normally it is in the Mp3 format, but if you use Windows Media Player to rip the songs off it will be converted into .Wav format. - CascadeNeko
