Go to File > New. Draw, paint or whatever else to complete image then go to File > Save As and choose for Format: CompuServe GIF (*.GIF). You can also save .gif with greater amount of control from File > Save for Web & Devices.

∙ 13y agoFind a video of your choice. It could be anything from your friend falling on her butt to a baby laughing. Take that video and cut it to a four to ten second clip with Windows Movie Maker or any other program you may have. make sure you save the file as an .avi file.
Step2 Open Photoshop CS3 and then open your new .avi file. You now have to go to Image >Image Size
and Minimize the file to your liking.
Step3 Go to Window>Animation
and press play to see how the video would play as the .gif
Step4 Once your satisfied you can go to File>Save For Web and Devices
let it load and then press play to see it one more time.
Step5 Notice it only plays one time so what you have to do is go to the Looping Options(on the right side) and switch to Forever.
Step6 Now all you have to do is save it! yeah!
Or if you can't afford photoshop, you can use "VirtualDub" to export the video as a sequence of images, use "Easy Graphic Converter 1.2" to convert them to gifs, and compile the gifs into an animated gif using "UnFREEz" Whichever.
