The velocity of an ICBM depends on many things, including the type of missile, the target's distance from the launch site, and where the rocket is in it's flight profile. For your question, I will use the LGM-30G Minuteman 3 ICBM, the currently fielded American ICBM. The only available statistic that I can find relation to it's speed is the maximum speed, 15,000 mph. I assume that this is the absolute maximum speed attained by the missile, most likely at the peak of the vehicle's flight just after final stage separation.
