In my opinion on the book O'Brian or as I call him "the trinity" uses Telescreens, Helicopters/Drones, and thought police to monitor the citizen body executing anyone he has suspicion on. He also uses the tactics of brainwashing and manipulation to further control the citizen body. In Winston's trip to the Ministry of Love he if placed upon the "shock bed" where O'Brian uses electrical impulses to brainwash Winston into confession to crimes he didn't commit. Technology is very effective to "The Trinity" and his will.
