If the bottle is empty there is a long distance to the bottom, so the frequency that resonates (gets louder) is a low one (because of the long wavelength). If the bottle on the other had is full, it's a shorter distance to the bottom and the resonating frequency is higher, and thus makes the noise more high pitched.

I assume you are referring to production of the Model T. In the beginning it took 12.5 hours to build each Model T. But by the 1920s Ford was producing a Model T in 93 minutes.
