It is unlikely that you will find a degree level course that is fully concerned with computer network cabling. However, in the UK a degree in general computer studies would take you three years.
To become a computer network engineer you do not actually need a set amount of years in college. It is easier to get in the field if you go to college and study a technical field. Once you have about six months experience you would have an easier time finding a job.
