The ISRS or information storage retrieval system is a systematic process or network that enables to create, modify, and search for storing data. The stored data in ISRS can be accessed easily and displayed real time upon request.

DBMS stands for DataBase Management System. So it's role is basically to manage the database. More specifically this software controls the storage, organization, retrieval, integrity and security of the data in the database.
