It is not illegal as long you have a permit from the country in which you reside.
If you have the computer case open, that can cause the computer to pick up and emit radio frequencies (RF). If the case is not open, try cleaning up all of your cables. Roll and tie them so they will stop acting like antennas. Also, make sure you are plugged into a grounded outlet. If the RF is strong enough, there isn't much you can do but move the computer further away from the signal or build a Faraday Cage (see link) around it. Some people can pick up RF with the fillings in their teeth.
