yes its okay to use water or soap to wash CD's. but just be sure you dry the CD with a cotton cloth and make sure there is no soap residue (if you have used soap) on the CD before you put it in the disc reader. Anything used to clean glass like Windex is also perfectly safe, and works well. Remember to always wipe a CD straight across. Never wipe or dry it in a circular motion, like you would an older vinyl record.
If the CD is a CD-R it is only "Writable," and cannot have songs added to it after its initial burn. If the CD is a CD-RW you should be able to "Rewrite" songs onto the CD and reburn them.
