There is no proportional or inversely proportional relationship between dot pitch and refresh rate.
The higher the dot pitch, the tighter packed pixels are, meaning more rows and more columns in the same space. Typically higher video resolutions can be achieved.
The higher the refresh rate, the faster all rows are rescanned. Measured in Hertz, or the number of complete scans per second.
From the Help file on my computer: To change the refresh frequency for your monitor # Open Display in Control Panel. # On the Settings tab, click Advanced. # On the Monitor tab, in the Refresh Frequency list, click a new refresh rate. Notes * To open Display, click Start, click Control Panel, click Appearance and Themes, and then click Display. * The default refresh frequency setting is 100 Hertz, although your monitor may support a higher setting. Check your manufacturer's documentation for information regarding the settings your monitor supports. * A higher refresh frequency reduces any flicker on your screen, but choosing a setting that is too high for your monitor can make your display unusable and cause damage to your hardware. * Changes to the refresh frequency affect all users that log on to the computer.
you might need a new screen or change the power options
Those are the basic ways, the only other way I can think of is an embedded refresh button on the page itself.
The type of display interface (VGA, DVI, HDMI, DisplayPort) and the display technology (CRT, LCD, plasma, LED, OLED) affects display resolution, response time, color quality, and refresh rate.

Refresh rate
You can refresh the computer icons by pressing F5 in the key bored
Re-booting your computer will refresh everything without shutting it down completely.
By shaky I assume you mean the monitor is flickering, you can fix this by raising the refresh rate on your monitor. Ideally the native resolution and refresh rate work best, most often this is the highest refresh rate supported by your monitor, and the largest resoltuion supported by your monitor. Try changing refresh rate to 60 Hertz first, if it continues flickering, then keep raising the refresh rate until the flickering stops. (Don't forget to click apply after changfing the refresh rate to ensure the refresh rate is changed)
right click your desktop and click refresh
Where is the refresh key on my acer 315 Chromebook?
Shut down the computer

Often times this is the result of the monitor not supporting the resolution or refresh rate that the notebook is putting out. Look in the owner's manual or online to find the maximum resolution and refresh rate of the monitor and adjust the notebook display settings to be at or below those limits.
Yes, I'm pretty sure that refresh means the same as restore...
arious computer display standards or display modes have been used in the history of the personal computer. They are often a combination of display resolution (specified as the width and height in pixels), color depth (measured in bits), and refresh rate (expressed in hertz). Associated with the screen resolution and refresh rate is a display adapter. Earlier display adapters were simple frame-buffers, but later display standards also specified a more extensive set of display functions and software controlled interface.
