Yes. Most switches (which operate at layer 2) will NOT route packets between different subnets. However special layer 3 switches DO have this capability.
Routers operate at layer 3. LAN switches operate at layer 2. Ethernet hubs operate at layer 1.
Does this car have a safety lockout of the passenger switches? It's probably activated. If it was just one passenger window I would suspect a broken wire, most likely in the rubber bellows between the door and frame.

The difference between bell push buttons and light switches is the voltage and current that they can legally handle. Bell push buttons are used on low voltage systems, usually up to 24 VAC and a current in the milliamp range. Light switches operate in the range from 120 to 347 VAC and a range from 15 to 30 amps.

Not really - they operate at the Data Link layer using the MAC address and therefore don't really segment a network. There are some managed switches that can do this or by using VLAN configurations, but ordinary switches will not really segment a LAN.
