Bottlenecks don't just apply to servers. Usually its a reference to hardware.

Just say you have all new parts on your server / PC. So data is being sent all around the PC, from keyboard to the motherboard, to memory, to CPU etc... Now imagine the data is going all around really fast until it comes to a certain device that's really crap - then it all has to slow down - but as soon it gets past that slow device it speeds up again to its original fast speed.

That slow device is the bottleneck....
